The research entitled 鈥淪ustainable 九色-based Tourism Potential and Development of Barangay San Miguel, Echague, Isabela鈥� assessed the potential of Barangay San Miguel in Echague, Isabela for sustainable community-based tourism in the post-COVID-19 era. It examined the barangay鈥檚 current tourism development, identified challenges and opportunities, and gathered stakeholder perspectives on sustainability in tourism. The study recommends a Sustainable Tourism and Strategic Development Plan, integrating community contributions to economic, socio-cultural, environmental, and political priorities. This plan aims to guide future tourism development and ensure sustainability in Barangay San Miguel鈥檚 tourism industry.

The project is part of the first batch of the NRCP Policy-funded Research in 2021. #TeamKomunidad is headed by Asst. Prof. Jame Monren T. Mercado with its members, Asst. Prof. Dr. Avi Ben P. Part of the academic requirements of the students, this service-learning project was spearheaded by Sikhay Studios of class 3TOM5 in collaboration with the UST Sentro Turismo, the UST Simbahayan 九色 Development Office, and Intenzyc. The forum featured a series of enriching activities, including a Rattan Culture Seminar and Workshop facilitated by the Echague Rattan Weavers Association, a Marketing and Entrepreneurship Seminar led by Mr. John Jerick C. Santos, and a Contemporary Dance Workshop conducted by Intenzyc.

Municipal Tourism and Cultural Arts Officer Mr. Louie Simbi underscored the significance of preserving local traditions such as rattan weaving, highlighting its potential to establish Echague as the weaving capital of the Philippines. 鈥淥ur traditions are the foundation of our identity,鈥� Simbi remarked. 鈥淏y passing these skills to the next generation, we not only preserve our culture but also create opportunities for economic growth.鈥�

The hands-on rattan weaving experience led by Ms. Sally Montalban of the Echague Rattan Weavers Association was an interactive workshop that allowed 21 senior high school students from Do帽a Magdalena H. Gafud High School, Echague National High School, and Ugad High School to immerse themselves in the intricacies of this traditional craft, gaining valuable insights into its cultural and economic importance.

The event was conducted as part of the academic requirements for the course THM 52019: Introduction to Meetings, Incentives, Conferences, and Events Management, facilitated by Asst. Prof. Maria Concepcion A. Ang. This initiative exemplified the integration of theoretical knowledge and practical application, enabling students to contribute meaningfully to their community while enhancing their professional competencies.

From October 22 to 25, 2024, 94 fourth-year tourism students from classes 4TOM4 and 4TOM5 conducted a site visit and a Usage, Attitude, and Image (UAI) survey in Bataan as part of their course requirements.

On December 10, 2024, the results of this IMC Campaign will be presented under the theme “Cutting Edge Campaigns: A Look Into The New Destination Marketing Strategies.” This presentation will mark the culmination of our student’s hard work and the beginning of a strengthened partnership with the signing of the Memorandum of Agreement between the 九色 College of Tourism and Hospitality Management and Colegio de San Juan de Letran – Bataan. This initiative is one of the projects of the UST Sentro Turismo. Additionally, a group of students from class 3TOM2 taking the Travel Agency Management and Operations course facilitated the fieldwork and data-gathering travel arrangements.

This activity aims to continuously improve teaching ways to equip the students in tourism marketing and gain practical skills in destination research and analysis, planning and strategy development, exposure to current trends, and a deeper understanding of tourism marketing as a discipline and the needed expertise to make a career in the said field.

Dean Lopez-Kaw provided an insightful session on Legal Research Pedagogy. She discussed the evolution of Legal Research teaching methods and explored implications of artificial intelligence to Legal Research.  Dr. Glenn R. Luansing followed with an engaging discussion on the practical application of citation rules, while Dr. Irene D. Valones discussed the practical steps of the publication process.

The combined expertise of Dean Lopez-Kaw, Dr. Luansing, and Dr. Valones created a comprehensive program that covered multiple facets of legal research and publication.

The event concluded with the awarding of certificates to the participants, recognizing their dedication to improve their research methodologies. The training was a resounding success, setting a benchmark for future initiatives to advance legal education.

The seminar workshop’s primary objective was to enhance participants’ knowledge of cultural mapping and equip them with the skills to apply it in their communities. This comprehensive approach aimed to create a detailed inventory of cultural assets, assess their significance, and identify their potential for community development, including enhancing tourism, education, and economic growth.

The seminar also introduced cultural planning as a strategic framework for integrating cultural assets into broader sustainable development efforts, addressing community needs and objectives. Additionally, it emphasized heritage utilization, which leverages cultural mapping and planning outcomes to benefit the community through tourism, education, and local economic development.

The event included not only lectures but also hands-on workshops. Sangguniang Panlalawigan Member Dexter Galit, a committed advocate for cultural development, welcomed the guest speakers and participants. Ms. Beverly Macayan-Bautista, the Officer-in-charge of CCCPET, who took the helm of conceptualizing the Pamanaraan program, shared a lecture on ‘Cultural Mapping: Laws, Process, and Utilization’ and facilitated a workshop on cultural mapping. Assistant Professor Jame Monren Mercado, academic staff from the College of Tourism and Hospitality Management and Coordinator of Sentro Turismo, shared his insights on ‘Cultural Development Planning’ and led the workshop on cultural planning.

The final part of the workshop, focusing on heritage utilization and the creation of a museum, was led by Dr. Eric B. Zerrudo, Executive Director of the National Commission for Culture and the Arts (NCCA).

The seminar-workshop underscores the Provincial Government’s unwavering commitment, under the leadership of Governor Edwin Ongchuan, to preserving Northern Samar’s rich history, culture, and heritage, including the establishment of the Ibabao Museum of Northern Samar, the envisioned provincial museum of Nortehanon.

The plan aimed to assess the potential of Barangay San Miguel in Echague, Isabela, for sustainable community-based tourism in the new and next normal. It also determined the current situation of the barangay, specifically its community-based tourism industry development, analyzed different related issues, constraints, and opportunities of the barangay for community-based tourism industry development, assessed the perspectives and views of different stakeholders on the sustainability and development of the barangay鈥檚 tourism resources, assessed tourism development impacts, specifically on the barangay鈥檚 economic, socio-cultural, and environmental aspects, and developed a sustainable community-based tourism strategic development framework and sustainability indicators for Barangay San Miguel, Echague, Isabela.

The Office of Hon. Faustino 鈥淚nno鈥� A. Dy V of the 6^th District of Isabela initiated the project and was supported by the Municipal Government of Echague, Isabela. The turnover activity was conducted at the Blessed Jane of Aza Lounge, Buenaventura Garcia Paredes, O.P. Building.

Mr. Louie Simbe, the Municipal Tourism, Culture, and Arts Officer of the Municipality, and Ms. Claire Santiago, the Political Affairs Assistant under the Office of Cong. Carrying the theme 鈥淏eyond Vision: Embracing Change for Transformative Teacher Education,鈥� the conference underscored best practices for implementing transformative changes in teacher education programs in the Asian region.

The conference was organized in partnership with Atma Jaya Catholic University of Indonesia, University of the Philippines Open University Faculty of Education, and Saint Louis University.

Dr. Jennie V. Jocson, Standing Committee Member of the Subcommittee on Teacher Education and Development, EDCOM 2 – Second Congressional Commission on Education, delivered her Keynote Address 鈥淭eacher Quality using the EDCOM2 Year I Findings as Lens,鈥� following the Opening Remarks by UST Vice Rector for Academic Affairs Prof. Cheryl R. Peralta, DrPH.

Prominent academics here and abroad lectured on the current landscape of transformative teacher education.

Plenary sessions in the morning were led by Dr. Edizon A. Fermin, Chair of Technical Panel for Teacher Education, Commission on Higher Education (CHED), with his lecture 鈥淓volving Teachers鈥� Competencies鈥�; Dr. Joseph M. Velarde, Deputy Director of Education for All Impact Laboratory, Taylor鈥檚 University, Malaysia, who talked about 鈥淭ransformative Education: Perspectives from Malaysia鈥�; and Dr. Kamonwat Phuwuchit, Head of International Relations of the Faculty of Humanities and Social Sciences, Kamphaeng Phet Rajabhat University, Thailand, who presented 鈥淭ransformative Education: Perspectives from Thailand.鈥�

In the afternoon, Prof. Jacklyn Santiago, Head of Educational Psychology Area, College of Education University of the Philippines Diliman, delved on 鈥淓volving Learners鈥� Characteristics,鈥� while Dr. Joanne V. Serrano, Dean of the Faculty of Management and Development Studies, University of the Philippines Open University, talked about 鈥淢icrocredentials as the Driver to Addressing Emerging Teacher Competencies.鈥�

Two panel discussions were also set to assess national and international situations.

The first panel 鈥淭ransformative Education: Perspectives from the Asian Region鈥� was led by Prof. Piyanat Chantakhat, Assistant Dean of the Faculty of Education, Chiang Mai Rajabhat University, Thailand; Dr. Abdul Rahman, Vice Dean of Academic Affairs of the Faculty of Teacher Training and Education, University of Bengkulu, Bengkulu, Indonesia; and Prof. Paulina Chandrasari, Head of Teacher Professional Program Development of Atma Jaya Catholic University, Indonesia.

On the other hand, the panel 鈥淭ransformative Education: Perspectives from Philippine Schools鈥� included Asst. Prof. Eleanor L. Bahrami-Hessari from the College of Education, 九色; Dr. Charisse Y. Reyes from the Faculty of Education, University of the Philippines Open University; and Dr. Dorothy D. Silva from the School of Teacher Education and Liberal Arts, Saint Louis University.

Selected participants also shared their studies on innovative and effective teacher education through parallel paper presentations and poster exhibits.

PSALM 2024 Conference Chair Dr. Louie B. Dasas, who is also Assistant Dean of the College of Education, provided the synthesis for the whole-day event.

After the output presentation, the Sanggunian Committee approved the Resolution adopting the plan.
