The Innovation Technology Support Office (ITSO) of the University recently secured a four-million-peso grant from the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD) to further capacitate it in the areas of technology transfer operations, intellectual property (IP) protection, and IP licensing.

UST ITSO Manager Assoc. Prof. Michael Jorge N. Peralta, said that the grant, officially known as the IP Management for Academic Institutions Commercializing Technologies (IMPACT), covers the one-year period of September 1, 2021 to August 31, 2022.

Peralta explained that “the University will be able to transfer research outputs to industry partners for public good through IP licensing. With this, not only do we achieve our goals as a research University, but we also push the nation’s economic and innovative indices by creating innovative outputs that solve society’s problems and create more jobs for the common Filipino.â€

UST pre-qualified for the grant after successful completion of the Knowledge and Technology Transfer Office (KTTO) program sponsored by USAID-STRIDE. Peralta, who was one of the facilitators of the said training, said that UST pre-qualified for the grant in January and received approval on May 31, 2021.

The grant will help realize 12 outputs: (1) an updated and revised IP and Technology Transfer Policy together with its implementing rules and regulations and its Operations Manual for the ITSO; (2) a simple assessment and/or audit of the 976 research projects in the last 5 years; (3) Have two licensed technologies in the year; (4) filing of five patents in the year; (5) receive at least ten IP Disclosures; (6) at least one collaborative technology development project between University and Industry partners; (7) Capacity building activities: Tech Transfer 101, Patent Search, Patent Draft, Tech Triage, Business Model Canvassing; Design Thinking, and Developing the Pitch; (8) business modeling workshops for identified University technologies; (9) technology pitch competitions for inventors through Industry Networking Events; (10) a database and inventory of all research projects in the University; (11) an improved ITSO page at the University Website; and (12) a sustainability strategy and development plan.

The funding is seen to further boost ITSO’s operations and ties well with UST’s efforts to intensify innovation, specifically in the areas of healthcare, science and technology, computing sciences, and engineering.

The (ITSO) through its Manager, , conducted a seminar-workshop about the Fundamentals of Intellectual Property and Patent search to the BS Pharmacy students of the University of South Australia (UniSA), who were part of the Study Abroad Program of the Office of International Relations and Programs. The seminar took place on February 12, 2020.

The objectives of the activity are: to improve IP awareness among the Pharmacy students of UniSA; and to capacitate them to perform simple patent search for their research projects. Assoc. Prof. Peralta gave the definitions and the characteristics of the different IP rights and how they are applied to their respective fields.  Then he oriented them on the different free search engines in conducting patent search to determine the novelty and inventive step of their projects.  This will assist them to avoid ‘re-inventing the wheel’ and thus their projects might just fall within patentable subject matter.  He gave them a hands-on experience on how to the navigate the free patent databases and to read patent documents.

One of the objectives of the ITSO is to improve IP awareness sharing their expertise and train faculty, students, and researchers in matters of IP, patent searching and patent drafting.  This would eventually lead to more technologies that would be commercialized and transferred to industry partners for public use and at the same time may earn royalties to the inventors as their incentives to create more.

°Õ³ó±ðÌý (ITSO), through its Manager, , conducted a seminar about the Basics of Intellectual Property and the Legal and Ethical Issues to Innovation to third-year  students of the  (CRS) on October 4, 2019.

The objectives of the activity were: to improve IP awareness among the students; to stimulate their creative minds into conducting innovative projects; and to understand the legal and ethical issues governing innovations. Peralta gave the definitions and the characteristics of the different IP rights and how they are applied the field of occupational therapy. He, then, oriented them on the legal and ethical issues, such as the concept of infringements, determining authorship, and preventing plagiarisms.

ITSO conducts IP roadshows to improve IP awareness of the faculty and students in the University. Apart from education, the project helps ITSO acquire invention disclosures for possible IP registration and technology transfer.

,Ìý Manager of the ¾ÅÉ«, was one of the speakers in the gathering of the Cagayan de Oro Chamber of Commerce and Industry on September 18, 2019, at the University of Science and Technology Southern Philippines. Peralta shared about UST’s best practices and experiences in intellectual property management and technology transfer, as well as its experiences in engaging industry.

The conference entitled “Innovation Talkâ€Â was participated in by representatives of universities, colleges, government agencies, and the micro to small medium enterprises. The objectives were to: (1) encourage the chamber of commerce to engage in collaborative projects with universities and (2) to inspire universities to protect their IPs and work with industry to transfer knowledge in order to improve the region’s economy. The resource speakers were Hon. Alfonso P. Alamban, Regional Director of the Department of Science and Technology (DOST) Region X, who talked about the government’s role in the ecosystem; Dr. Isagani Padolina, Director for R&D at Pascual Pharma, who talked about their projects with universities that were a success; and Peralta.

As one of the selected mentors for the USAID STRIDE’s Knowledge and Technology Transfer Office (KTTO) development project, UST-ITSO was selected to mentor ITSOs and guide them in organizing, setting-up, and establishing their functional KTTOs. Essentially, and ITSO can function as a KTTO, because of its know-how in the field of protecting IP rights prior to technology transfer.

One of the goals of the ITSO initiative is to assist faculty, students, and capacitate other ITSOs in transferring their research projects and developed technologies to industry for public good after IP protection.  Establishing an ITSO-KTTO is the first step in building an ecosystem of  innovation.  It is the gateway for industry collaboration.

The UST (ITSO) headed by , participated in the President Summit organized by Intellectual Property Office of the Philippines (IPOPhl) held on August 19, 2019 at the Dusit Thani Hotel, Makati City. Representing the UST Rector , was the Vice Rector for Research and Innovation

The activity sought to inform the top officials of the universities on the value of IP to the economy of the Philippines. Concepts of the 4th Industrial Revolution were discussed, as well as the Global Innovation Index of the Philippines. The impact that the ITSOs play in improving our ranking, where the Philippines jumped rank from 78th to 54th partly due to the increased number of patent filings by the ITSOs. Also discussed was the re-engineering of the ITSOs in order to be more aggressive in their mandates. The proposal of IPOPhl is to measure the performance of ITSO based on certain metrics that are still under discussion.

One of the goals of the ITSO initiative is to protect IPs that are generated in universities and follow them through commercialization and technology transfer. There are total of 94 ITSO to date, of which UST is one the first batches to have been publicly launched in 2012.

The objectives of the activity were: to improve IP awareness among the students who are in their thesis year; and to capacitate them to perform simple patent search for their research projects.  Peralta gave the definitions and the characteristics of the different IP rights and how they are applied to their respective fields.  Then, he oriented them on the different free search engines that can be used in conducting patent search to determine the novelty and inventive step of their projects, to help them to avoid ‘re-inventing the wheel’ and thus make their projects fall within patentable subject matter. He also touched on technology transfer, where their projects can be presented to industry, who can adopt their technologies and ensure their innovations can be used by the public.

°Õ³ó±ðÌý (ITSO), through , Executive Assistant for IP & Research/ITSO Manager, was invited by the Entrepreneurship Educators Association of the Philippines (ENEDA) to talk on the fundamentals of intellectual property in entrepreneurship on February 7, 2019, at the MallBerry Suites Business Hotel, Cagayan de Oro City.  Various resource speakers spoke in line with the conference theme: “Entrepreneurship Education in the 4th Industrial Revolution.â€Â Â It was attended by educators and students. 

The conference started with a keynote address from the Department of Science and Technology (DOST) Secretary himself, Sec. Fortunato Dela Peña where he outlined the programs and funding opportunities of the department that would foster innovative researches from the academe for public good.  Assoc. Prof. Peralta gave a brief background on the different IP rights and technology transfer.  He highlighted those that are essential to the entrepreneurship field.

One of the goals of the ITSO is to build awareness and capacitate the academe and industry on the importance of IP in protecting their works and leveraging on them in preparation for technology transfer for the public good.
