Assoc. Prof. Antonio P. Africa, PhD, immediate past Dean of the Conservatory of Music, was appointed to a four-year term as Member of the Technical Panel for Music of the Commission on Higher Education.

Africa will serve from January 1, 2025 to December 31, 2028. In a Facebook post, Africa stated that he is “excited to contribute to the program’s roadmap, responsive and relevant to the needs of the institutions I will be working with, all the other music institutions, and my beloved alma mater, UST Conservatory of Music.”

UST’s Conservatory of Music, which celebrates its 80th anniversary this year, is a recognized Center of Excellence by CHED. Under Africa’s leadership, the Conservatory was able to steer through the pandemic while also offering new programs and specializations, such as Music Technology. To date, the Conservatory community accumulates recognitions here and abroad.

Graduate School of Law (GS Law) Class of 2016 alumnus and Department of Trade and Industry (DTI) Usec. Allan B. Gepty won the Intellectual Property Champion award, conferred by the Intellectual Property Office of the Philippines (IPOPHL) during the Gawad Yamang Isip Awards Night held on April 29, 2024.

The award seeks to honor two stalwarts who have contributed significantly to developing the country’s intellectual property system. Usec. Gepty was recognized for his invaluable contribution during his stint as the Deputy Director General and Officer-in-charge of IPOPHL. During his term, the GS Law faculty member reinforced and developed the said government unit’s advocacy, policy-making functions, international relations, and programs.

The theme of the event was “IP and the SDGS: Building our common future with innovation and creativity” and caps the National IP Month.

IPOPHL is the government agency mandated to administer and implement State policies on intellectual property.

Five Thomasian health experts served as resource persons for the Committee on Trade and Industry of the House of Representatives on February 20, 2024, when a deliberation on an e-Pharmacy/e-Botika bill was being heard.

Faculty of Pharmacy Dean Aleth Therese L. Dacanay, PhD, Faculty of Medicine and Surgery academic researcher Maria Minerva P. Calimag, MD, PhD, and alumni Antonio Leachon, MD, Alfredo So, and Vicente U. Briones met with lawmakers to share their position on the bill filed by Rep. Ferjenel G. Biron.

In an interview with the Communications Bureau, Dean Dacanay mentioned that the group agreed to the bill, provided that provisions will be included for the protection of consumers against scrupulous e-prescriptions. Thus, safeguards on signatures, surrender of used prescriptions, and partial filling should be in place. Furthermore, the bill should clearly define legitimate online pharmacies given the proliferation of online sellers. Finally, the group advocated for an education campaign should the bill be approved.

Dacanay represented the Philippine Pharmacists Association, while Calimag spoke for the Philippine Medical Association. So is currently the President of the Consumer Healthcare Industry Association of the Philippines, while Briones heads the Drugstores Association of the Philippines. Leachon attended as a private individual in the hearing.

Professor Maria Claudette A. Agnes, PhD, Psychology Program Lead at the Graduate School and Assistant Dean of the College of Science, was recently appointed as Second Member and Representative of the Academe of the Continuing Professional Development Council of the Professional Regulation Commission (PRC), which conducted its Oath Taking on April 12, 2023.

Asst. Dean Agnes, who previously served as Chair of UST’s Department of Psychology in the College of Science, led the BS Psychology program to receiving its first international certification, from the Association of Southeast Asian Nations Quality Assurance (AUN-QA) in 2017. No stranger to work in the PRC, Agnes is re-appointed to a three-year term. Elsewhere in government service, she served as Chair of the Technical Committee for Psychology of the Commission on Higher Education and spearheaded the development of the new curriculum of the BS Psychology program following the full implementation of the K-12 curriculum in the country.

Academic researchers from the UST Research Center for Social Sciences and Education presented data-based policy recommendations to lawmakers and officials of Congress in its first Policy Expo held on March 3 and 7, 2023, as part of the Research Fortnight. Listening to the researchers were Cong. Ralph Wendel P. Tulfo (Quezon City – District 2), Prof. Erwin V. Lara (Congress Secretariat), Dr. Romulo Emmanuel M. Miral (Congressional Policy and Budget Research Department), and Cong. Romeo S. Momo, Sr. (Surigao del Sur – District 1).

With the intent to “balance the scholarly and policy dimensions of social science research” and in an attempt to address “Philippine socio-economic and education issues,” the RCSSED, specifically its newly minted Research Utilization Unit, provided the platform for researchers to use their study’s recommendations as bases for policy. Among the possibilities are inclusion as bases for bills and ordinances, among others.

The RCSSED’s Research Utilization Unit, headed by Rey, anchors itself on three pillars: life and dignity (buhay at dangal); human rights (karapatang pantao); and democracy (demokrasya). According to RCSSED Director Jeremaiah Opiniano, the Center aims to have more regular engagements with policy makers in the future and expressed openness to having the researchers work on topics/issues of interest to the local legislators and officials.

Assoc. Prof. Archie B. Resos, PhD, the Chair of the Department of History and a faculty researcher of the Research Center for Culture, Arts, and the Humanities, was recently appointed by President Rodrigo R. Duterte as a Member of the Teacher Education Council of the Department of Education.

Resos will represent Social Studies Teachers and replaces Lorina V. Calingasan. In an interview with the Communications Bureau, he said that one of the things he hopes to address is “the problem of mechanical memorization of facts rather than interpreting and understanding what they represent and signify.” To do so, he intends to “advocate critical thinking among [the basic education] Social Studies teachers.” Resos emphasized his desire to teach students how to “reason out cogently and logically,” guided by the dictum “not to believe the veracity of an idea unless proven otherwise.”

Resos’s research interests include diplomatic history, Korean studies, institutional history, and political history. Among his published works are the diplomatic relations between the Philippines and the Eastern European Socialist Bloc during the time former President Ferdinand E. Marcos, as well as a parallelism of Kung Fu Tzu’s political philosophy with the rise and fall of former President Joseph Estrada’s administration.

On September 23, 2021, the ľĹÉ« College of Tourism and Hospitality Management (UST CTHM), in partnership with the City Government of Davao through its City Tourism Operations Office, present the initial results of the collaborative Davao City Meetings, Incentives, Conventions, and Expositions (MICE) Strategic Master Plan (SMP).

The project started last June, and will last until December 2021. Different virtual meetings, presentations, and focus group discussions were conducted to determine the current situation of the city’s MICE industry. The project team, also known as #TeamDavaoCityMICE, is headed by the UST CTHM Dean, Assoc. Prof. Atty. Gezzez Giezi G. Granado, DCL, CHE (Project Director). The members of the team are Asst. Prof. Jane G. Devanadera, MSTM, CHE, CGSP (Project Consultant), Mr. Jame Monren T. Mercado, MACHS (Project Coordinator), Ms. Kathrine Camille A. Nagal, MBA (Writer/Researcher), and Mr. Arnulfo Ricardo A. Butiong, MMC (Writer/Researcher).

Representing the City Government of Davao, headed by Mayor Sarah Z. Duterte-Carpio, are the City Tourism Operations Office, led by Ms. Regina Rosa D. Tecson, the Davao City Tourism Association, Davao City MICE Core Group, the Department of Tourism Region 11, and the Tourism Promotions Board – MICE Department.

Tecson, during the virtual event, highlighted that the project will provide a strategic direction on how to sustainably promote and develop the touristic identity of Davao City as a world-class MICE destination in the country and the ASEAN region. It will also provide the action plans on implementing MICE-related programs and projects in this new and next normal.

The project’s main objective is to provide guidance in addressing the needs of the private sector and the City Government of Davao about the development and implementation of their MICE programs. Specifically, the project also aims to be able to assess the current situation of the Davao MICE industry, with respect to its environments and competition, as well as existing programs, infrastructures and strategies; conduct an inventory of tourism and hospitality products that may align with the competitive advantages, proposed strategies, and possible future programs for MICE for Davao; identify and determine short-term and long-term objectives and strategies for both the private sector and the local government in the implementation of its MICE programs and plans as they pursue the city’s vision to be the MICE Hub for Asia; develop a comprehensive Strategic Master Plan for MICE for Davao which will contain the necessary directions, objectives, and strategies as well as policies and supporting data that will serve as a guide for both the local government and the private sector; and design a Monitoring and Evaluation Process that can help the stakeholders determine the effective programs and improve the opportunities seen in the implementation of the Strategic Master Plan.

The project’s implementation is also in line with the celebration of World Tourism Day 2021, with the theme, Tourism for Inclusive Growth.

Professor Aleth Therese L. Dacanay, PhD, Dean of the Faculty of Pharmacy, has been appointed as the Chair of the Technical Panel for Pharmacy by the Commission on Higher Education (CHEd), which held the oath taking ceremonies on August 23, 2021 (Monday).

Dacanay, who has been Dean of the Faculty of Pharmacy since 2015, previously served as a Member of the old Technical Committee for Pharmacy in CHEd. She was a former President of the Philippine Association of Colleges of Pharmacy and is also an assessor of ASEAN University Network Quality Assurance.

According to Dacanay, the top priority of the panel is “to push for the release of the CHED Memorandum Order [prescribing the program standards and policies] for the BS Pharmacy program,” and will hopefully include the following: the training of preceptors and monitoring of schools, among others. The panel also aims to “assist the different pharmacy schools in the gradual transition to the limited face-to-face of our internship program with the Host Training Establishments.”

Dacanay looks to use the challenges brought the pandemic as a chance to “rethink, reinvent, and reinvigorate [pharmacy] programs.” To this end, she said that the panel aims to provide guidance by “[exploring] new approaches, most especially in delivering our specialized lab courses and experiential learning.”

Beyond the bachelor’s level, Dacanay said the panel will also look at reforms in the Doctor of Pharmacy (PharmD), ˛Ń˛ą˛őłŮ±đ°ů’s and doctorate levels as well as revisit the “alignment and contributions of the programs in terms of public health, research, and internationalization.” Under Dacanay’s term, UST opened the PharmD program, which has been heavy on international linkages, specifically with the University of Illinois Chicago.

According to the Commission on Higher Education, those appointed to the Technical Panel shall serve a term of four years and “are expected to assist the Commission in providing technical expertise, particularly in the development of disciplinal and degree program roadmaps; review, revision and updating of PSGs based on the policy direction set by the Commission and consistent with local, regional, and international needs and industry trends; develop or revise Policies and Guidelines on Centers of Excellence and Centers or Development (COE/COD) for the various disciplines and in the crafting of monitoring and evaluation instruments and systems, as well as orientation of technical evaluators, among others.”

On June 10, 2021, the UST Graduate School Center for Conservation of Cultural Property and Environment in the Tropics, led by Director Eric B. Zerrudo, PhD, and the College of Tourism and Hospitality Management turned over to the Municipal Government of San Nicolas, Ilocos Norte the “Kinadur-as: Evolving the Heritage Conservation, Utilization, and Development Framework for San Nicolas Municipality, Ilocos Norte.” Kinadur-as is the Ilocano term for progress, both material and non-material. It captures the person’s sense of enrichment and capabilities to achieve human development.

The main objective of the project is to develop a contextualized over-all heritage-based framework contextualized. Also part of the project is the development of the municipality’s Sustainable Tourism and Strategic Development Plan 2021-2025 in partnership with Tourism Management faculty researcher Jame Monren T. Mercado, MACHS. The study aimed: (1) to determine the current situation of the municipality, specifically on its tourism industry development; (2) to analyze different related issues, constraints, and opportunities of the municipality on tourism industry development; (3) to assess the perspectives and views of different stakeholders on the sustainability and development of the municipality’s tourism resources; and (4) to justify tourism development impacts, specifically on the municipality’s economic, socio-cultural, and environmental aspects.
