UST’s teacher education programs in the College of Education have been recognized anew by the Commission on Higher Education (CHED) through the Excellence in Quality Assurance in Teacher Education (EQUATE) Awards, conferred on April 2, 2025 (Wednesday).

In a letter dated March 28, 2025, CHED Chairman J. Prospero E. De Vera III, DPA stated that the award “is a recognition of your institution’s consistent upholding of the highest standard in ensuring the quality of pre-service teacher education programs, following the CHED minimum standards, program accreditation, and excellent performance in the Board of Licensure Examination for Professional Teachers.â€

The College of Education rolls out the following teacher education programs: Bachelor of Secondary Education (with majors in English, Filipino, Mathematics, Religious and Values Education, Science, and Social Studies); Bachelor of Early Childhood Education; Bachelor of Elementary Education; and Bachelor of Special Needs Education.Ìı

Having implemented quality assurance measures for decades, the College’s teacher education programs now enjoy the nod of both international and local external agencies. ASEAN University Network Quality Assurance gave its stamp of approval to the BSEd and BEEd programs in 2017. It has since renewed the certifications. Meanwhile, CHED has recognized the programs as Center of Excellence since 2008, while the Professional Regulation Commission has repeatedly recognized UST for being one of the top performing schools in both secondary and elementary licensure exams. The Philippine Association of Colleges and Universities Commission on Accreditation likewise gave the coveted Level IV accreditation to BSEd and BEEd.

In a consultative meeting between officials of the ¾ÅÉ« and the Schools Division Office (SDO) of Santa Rosa City, Department of Education Region IV-A held on January 21, 2025, the capacity-building of teachers in the city was highlighted as an avenue of collaboration between UST’s in-house experts and the local regulatory agency.

Upon expressed need of the SDO, represented by its Assistant Schools Division Superintendent, Dr. Elvira B. Catangay, the University’s academic and training programs on teacher education, data science and analytics, information and computing sciences, and music were bared by UST officials as possible focus areas for future trainings. UST officials also shared how service learning programs are embedded in course work and community development initiatives, as well as how guidance and counseling services are delivered.

In her message to the SDO officials, Vice-Rector for Academic Affairs Cheryl R. Peralta, DrPH expressed the University’s willingness to partner with DepEd SDO-Santa Rosa City. College of Education Dean Pilar I. Romero, PhD also shared how the College and the University have been engaging with public school and diocesan school teachers in terms of capacity-building. UST’s teacher education programs have been certified as Centers of Excellence since 2008 by the Commission on Higher Education and most recently, by the Teacher Education Council.

The College of Education’s Department of Elementary Education and the Department of Secondary Education as well the Graduate School’s education programs in the master’s and doctoral levels landed in the 501-601 bracket of the 2025 Times Higher Education (THE) World Rankings by Subject in the education studies category, as announced on January 22, 2025.

UST carries the Centers of Excellence badge for teacher education programs, as extended by the Teacher Education-Center of Excellence (TE-COE) on November 27, 2024. This latest rankings edition ranked the University at #2 among Philippine schools nationwide.

The University was required to publish at least 1,000 publications within the covered period, and the education studies field must contribute 100 publications. Relatedly, the University’s Medicine program also claimed its spot in the rankings in the medical and health category.

THE World University Rankings by Subject graded the schools’ performance in each field based on teaching (29.5%), research environment (29%), research quality (30%), international outlook (7.5%), and industry (4%).

Prof. Clarita D. Carillo, PhD, UST’s Assistant to the Rector for Planning and Quality Management, was one of the experts who spoke during the December 11-12, 2024 international conference hosted by the ASEAN University Network (AUN), AUN-Quality Assurance (AUN-QA), and the Ton Duc Thang University, in Ho Chi Minh, Vietnam. 

Beginning with a discussion of a continuum of QA system implementation, i.e. compliance (doing to follow), commitment (doing to cooperate), and culture (doing to contribute), Carillo presented her “Preparing for C.H.A.N.G.E.” Framework which builds on the following elements: 1) clarity of purpose; 2) habit formation; 3) agility; 4) nurturing environment; 5) governance support; and 6) ethics-based principles. 

Carillo was invited by the conference organizers to join the panel “Strategies for Future-Proofing Quality Culture in ASEAN Higher Education†along with Consulting Director Dr. Karen Treolar, Mahidol University’s Acting Vice-President for Quality Development and Social Engagement Assoc. Prof. Sompop Pathanturarug, and Institut Teknologi Bandung Rector Prof. Reini Wirahadikusumah.

Carillo, the immediate past Vice-Rector for Academic Affairs, was instrumental in making quality assurance initiatives a common goal in UST. She led a university-wide push for units to subject themselves to external scrutiny by undergoing accreditation visits, eventually leading to the Institutional Accreditation of UST. She also initiated the AUN-QA assessment of academic programs and led the University-wide effort to secure an AUN-QA Institutional Assessment Certification in 2019. 

At present, Carillo serves as a  coach/trainer for the AUN-QA Tier 1 Training on assessment at programme level and as chief/lead assessor in assessments at programme level. She is also part of the Institutional Sustainability Assessment (ISA) team of the Commission on Higher Education.

The University’s Bachelor of Secondary Education graduates from the College of Education made UST the #3 Top Performing School in the September 2024 Licensure Exams for Professional Teachers, with 123 new LPTs. The 123 new licensed teachers posted a 96.09% passing rate for UST.

UST was ranked #3 in the cluster of higher education institutions that fielded 100-299 examinees and with at least 90% passing rate.

The eighty-four (84) examinees from the University’s elementary education programs (Bachelor of Early Childhood Education, Bachelor of Elementary Education, and Bachelor of Special Needs Education) all passed the September 2024 Licensure Examinations for Professional Teachers administered by the Professional Regulation Commission.

The cohort also saw four graduates make it to the Top 10 list:

The UST College of Education’s bachelor’s programs in Elementary Education and Secondary Education have once again been recognized by the Philippine government as Centers of Excellence (COE), in a ceremony conducted by the Teacher Education Council (TEC) on November 27, 2024.

With the recognition, the University joins the government “in developing a new system for recognizing and evaluating Teacher Education Centers of Excellence, as well as providing technical expertise in the review and enhancement of pre-service teacher education curricula.â€

College of Education Assistant Dean Louie B. Dasas, PhD and Academic Programs Quality Assurance Office (APQAO) Director Marife V. Narcida, MS received the recognition from the TEC, chaired by Department of Education Secretary Juan Edgardo Angara, who was joined by the other officers and members of the TEC.

The Center of Excellence recognition, previously conferred solely by the Commission on Higher Education (CHED), is now conferred as Teacher Education-Center of Excellence (TE-COE) by the TEC of which the CHED Chairperson is an ex-officio member by virtue of Republic Act 11713, also known as the Excellence in Teacher Education Act.

The ¾ÅÉ« produced 69 Thomasian professionals in the August 2024 Licensure Examinations for Food Technologists after tallying a 68.32% passing rate.

Two Thomasians also claimed their places in the Top 10 list. Claire Sy ranked #8 with her 86.26% score, while Reina Acantilado secured the #9 rank with her 86% personal rating.

The Professional Regulation Commission administered the said licensure exams.
